I have the honour to confirm my telegram of
the 13th. instant which decoded reads as follows:-

"Regret to inform you that Floods West River are even more disastrous than last year. Quite unprecedented.
Kwangtung Government and charities have asked for assist -ance and in the circumstances would like to ask Legis- -lative Council to vote 250,000 for immediate relief and food. Do you approve".
and to acknowledge the receipt of your reply under date of the 15th. instant to the following effect:-

"Your telegram of 13th. July West River. Proposals ap-
-proved".
2. Accordingly on the 17th. instant I held a
special meeting of the Legislative Council at which the resolut-
-ion, copy of which is enclosed, was passed. A copy of this resolution was communicated through His Britannic Majesty's
Consul-General at Canton to the Civil Governor of the Province and
I enclose translation of a cordial telegram of thanks from the Civil and Military Governors.
3.
Owing to the late melting of snow at the
sources of the West River and of some of its tributaries, this
river and the North River have been at an unusual height at this season of the year when summer floods invariably occur. The condi-
